The sponsor's argument

Why Pete Harckham says this is needed

The legislature of Putnam County has adopted a resolution asking the state of New York to enact a law allowing the county to alienate certain parklands for the construction of a cell tower.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
