The sponsor's argument

Why Steve Rhoads says this is needed

If not for acquiring this real property following the exemption applica- tion deadline, this organization would otherwise be entitled to a full real property tax exemption. This bill permits the assessor of the Coun- ty of Nassau to accept the organization's application for exemption and provide a retroactive exemption back to the time the not-for-profit acquired the property.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
