The sponsor's argument

Why Pete Harckham says this is needed

Rockland and Orange County correctional facilities have faced ongoing difficulties with recruitment of new correction officers, as well as retention of trained, experienced officers. Elimination of the residency requirements contained within the public officers law will allow these counties to expand their geographical search for correction officer candidates, as well as enable such municipalities to retain experienced officers seeking domicile within another state.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
