The sponsor's argument

Why Luis R. Sepúlveda says this is needed

For New Yorkers age 75 years old and older, transportation increasingly becomes a challenge. According to AARP, the average age that people give up driving is 75. While many Seniors drive well past 75, some avoid driving after sunset and avoid driving to unfamiliar locations. For those who have stopped driving or have medical conditions that lead to declining mobility, a jury summons imposes a hardship. For Seniors aged 75 and older who wish to continue to be eligible for jury duty, no action would be necessary.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
