The sponsor's argument

Why Jabari Brisport says this is needed

Foster care agencies employ thousands of essential workers who provide critical services to some of New York's most vulnerable youth. Despite constantly being asked to do more with less, these individuals continue to show up for our youth, providing more complex services to those in need. These essential workers are asked to provide these critical services, while receiving inadequate reimbursement rates, causing some of the lowest salaries when compared to their State and private sector counterparts. Therefore, it is essential that the State do everything it can to adequately reimburse providers. Ensuring COLA adjustments are included in future base rates is a step towards providing a more adequate maximum state aid rate.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
