The sponsor's argument

Why Kevin S. Parker says this is needed

The intent of this legislation is to establish reasonable conditions with electric or gas corporations or municipalities with their customers to allow and to provide such provisions to have reconnect services to residential customers. With individuals not able to make their monthly payments and in which their services end up being terminated due to nonpayment or other extenuating circumstances such as health or safety conditions. As well as unable to provide for their families or making a choices to being able to eat or pay their utility bill. This legislation recognizes that citizens have the right to have reasonable conditions to dealing with their service provider when regarding reconnecting services and negotiation to either make payment plans and to have services back within twenty-four hours.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
