The sponsor's argument

Why Anthony H. Palumbo says this is needed

The Town of Brookhaven has formally requested state support to enhance its wireless communication infrastructure to improve service reliability and public connectivity. The town has also identified the acquisition of new parkland and capital improvements to existing park and recreational facilities as priority projects and has committed to dedicating local funds toward these efforts.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
