The sponsor's argument

Why Kevin S. Parker says this is needed

Many individuals of the age of fifty-five don't know about many of the savings' programs they are entitled to due to utility services not informing them of their discount or saving programs. This legislation is to direct and requires utility companies to enroll those individuals that meet the requirements stated and give them a choice to opt out if they choose to.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
