The sponsor's argument

Why Rachel May says this is needed

Extends activities for deer culling that have provided safe, humane, and effective means of minimizing risks to human health and safety posed by deer. These practices have mitigated deer related vehicle accidents and reduced deer populations in localized areas in ways that are considerate of environmental, human, ecological health and property.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
