The sponsor's argument

Why Pete Harckham says this is needed

The closure of Indian Point is a matter of significant environmental and economic concern not only to its immediate neighbors, but to the entire State. This closure involves more than one billion dollars in public work, yet there are no requirements ensuring that equity and inclusion are considered in the composition of the workforce. There is no justi- fication for allowing out-of-state companies to carry out this critical State project without requiring them to provide meaningful opportunities to minorities, women, and service-disabled veterans. MWBE requirements are routinely imposed on projects far smaller in scope; equity and consistency demand that the same standards apply to a project of this magnitude, in alignment with the State's MWBE policy goals.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
