The sponsor's argument

Why Dan Stec says this is needed

Through no fault of his own, Deputy Bradley Murphy was not enrolled in the state retirement plan under Section 553b. This legislation would extend the service credit to Sept. 1, 2019.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
