The sponsor's argument

Why Cordell Cleare says this is needed

It has been tough to quantify and evaluate exactly how much support New York provides for our seniors. Senior issues span the spectrum-housing, health, transportation and the like, ad infinitum. In order to know where we are and what investments we need to make, we need a full accounting of the status quo.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
