The sponsor's argument

Why Christopher Ryan says this is needed

St. Joseph's Health Hospital is requesting this legislation in order to better protect patients and staff. Hospitals are based in the community and conflicts and criminal activity can therefore spillover into such medical settings.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
