The sponsor's argument

Why Thomas F. O'Mara says this is needed

This legislation has been proposed in response to a request from the Elmira Traffic District Officers. Initially, when the 'Traffic District was formed, its officers were not granted the opportunity to partake in the 20-year police and fire retirement system. This legislation aims to rectify that oversight.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
