The sponsor's argument

Why Jessica Scarcella-Spanton says this is needed

Currently, state law allows public employees to receive 30 days of paid leave a year for military service. The courageous New Yorkers who work as public servants and answer the call of duty should be fairly compen- sated for their military service.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
