The sponsor's argument

Why James Skoufis says this is needed

This legislation was requested by the Village of Washingtonville. The bill allows the Village of Washingtonville to hire, for the positions of village clerk, deputy village clerk, village treasurer, and deputy village treasurer, anyone who resides in the state of New York, so long as they reside in Orange County or an adjoining county within the state of New York.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
