The sponsor's argument

Why Jeremy Cooney says this is needed

The amended language of this bill creates a mechanism to generate dedi- cated funding in support of Honor Flight, which provides honor flights for veterans. By authorizing a distinctive license plate and directing excess service charge revenues to a dedicated fund, the legislation enables voluntary public participation in supporting veterans' programs while ensuring that administrative and production costs are addressed through existing distinctive plate structures.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
