The sponsor's argument

Why Patrick M. Gallivan says this is needed

This legislation, at the request of the Village of Orchard Park, would authorize the Village to adopt a local law to permit the collection of a hotel and motel tax in an effort to raise additional revenue to support initiatives such as downtown revitalization, tourism development, pedes- trian safety and infrastructure improvements and quality of life projects.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
