The sponsor's argument

Why Dan Stec says this is needed

Stephen L. Raymond spent more than 30 years as a state environmental conservation officer. For the majority of his career, he was stationed at DEC's Warrensburg office. Raymond was deployed to the World Trade Center following the Sept. 11, 2001 terrorist attack and participated in rescue, recovery and cleanup operations. Mr. Raymond subsequently developed cancer, which arose due to his service, and ultimately died. His service to the region, state and the country is deserving of recog- nition.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
