The sponsor's argument

Why Monica Martinez says this is needed

This designation serves as a small token of appreciation for Sergeant Gregory L. Wahl, who lost his life while serving in Iraq in 2004. Sargent Wahl is survived by his wife Maricella and his daughter Alexis.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
