The sponsor's argument

Why Jeremy Zellner says this is needed

A fire department requires a certain amount of its members be residents to ensure it can respond to emergencies safely and efficiently. Individ- uals who are otherwise competent and willing to serve the Village of Williamsville should not be barred from serving as a member of its fire department simply because they live outside or have relocated outside of the village. This legislation will best allow the village of Williams- ville fire department to fill its ranks, and ensure it is able to continue to provide comprehensive emergency protection to the village.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
