The sponsor's argument

Why Patrick M. Gallivan says this is needed

This legislation, at the request of the town of Lancaster, would author- ize the town to adopt a local law to permit the collection of a hotel and motel tax in an effort to raise additional revenue to support initi- atives such as downtown revitalization, tourism development, pedestrian safety and infrastructure improvements and quality of life projects.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
