The sponsor's argument

Why Pete Harckham says this is needed

Current law establishes that when selecting a candidate for the posi- tions of village treasurer, deputy village treasurer, village clerk, deputy clerk, and building inspector in the village of Briarcliff Manor, they need to be a resident of Westchester County. This legislation will remove that requirement and expand the application pool to additional applicants, regardless of where they reside, specifically for neighbor- ing counties and Dutchess County, as long as t here are no other provisions provided by other acts of the state legislature.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
