The sponsor's argument

Why Michelle Hinchey says this is needed

Under the Civil Service Law, as prescribed under Section 58, no individ- ual may take the civil service examination, nor be eligible for a civil service appointment as a police officer, at the age of 43 or older. Due to this limitation, the Town of Woodstock Police Department has requested legislation to permit one of their part-time officers, Steven Kobie Jackson, to be eligible to take the civil service examination since he is currently older than 43 years old.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
