The sponsor's argument

Why April Baskin says this is needed

Chapter 108 of the laws of 2016 authorized the city of Buffalo to adopt a local law to implement a residential parking permit program for the residents of the Fruit Belt neighborhoods, which are adjacent to the Buffalo Niagara Medical Campus, to address the lack of available on street parking close to their homes that occurred because of the growth of the Medical Campus. The pilot residential parking permit program has proven to be a successful solution to the parking situation in the Fruit Belt since its implementation in 2016. It is appropriate to make this law permanent, with the same boundaries, to provide the residents of the Fruit Belt, the city of Buffalo, and the occupants and visitors of the Medical Campus a stable and predictable parking permit program.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
