The sponsor's argument
Why Stephen T. Chan says this is needed
This proposed legislation would enable the State of New York to partic- ipate in the federal Educational Choice for Children Act of 2025, there- by ensuring that New York students are not excluded from scholarship opportunities available to students from other states and ensures trans- parency and public awareness of the program. æThis measure will expand educational opportunities for families, support scholarship organiza- tions in the state, and encourage philanthropic contributions white complying with federal requirements.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
