The sponsor's argument

Why Andrew Gounardes says this is needed

The use of baby monitors, especially those with audio and video features that can be accessed through an internet connection which can pose a cybersecurity risk that can jeopardize the safety of both children and their families. In particular, wife monitors are susceptible to hacking, unauthorized surveillance, and unauthorized communication that put chil- dren in danger. Knowing the potential security and safety risks incen- tivizes further precautions to be taken when using baby monitors. This bill will also help inform caretakers of some of the security features that exist in baby monitors.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
