The sponsor's argument
Why James Tedisco says this is needed
Handicapped drivers are often required to park for longer periods of time, which makes metered parking fees a burdensome additional expense for those already encumbered by various living costs. New York State providing metered parking fee waivers for these individuals would offer financial relief for handicapped drivers, allowing them to better invest in their health and quality of life.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
