The sponsor's argument

Why Michelle Hinchey says this is needed

The Common Council of the City of Kingston adopted resolution 46 of 2026 on March 19, 2026 requesting that the New York State Legislature intro- duce and pass legislation authorizing the city to impose an occupancy tax of up to three percent.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
