The sponsor's argument

Why James Skoufis says this is needed

This bill aims at expanding the information which must be made available to prospective residents and their families about residential health care facilities. The information would include details regarding the ownership structure of the facility, including the current board of directors and/or members of any limited liability entity, and any contractors involved with major functions of the facility, such as staffing, food, and linen service. By expanding the current information, transparency and accountability are increased. Furthermore, it allows consumers and advocates to have a clearer understanding of who they are able to address with concerns.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
