The sponsor's argument

Why Kevin S. Parker says this is needed

The sheer scale and density of New York City' vulnerable during emergen- cies. With thousands of passengers on a single train, having only one operator limits the ability to effectively manage crises. A conductor provides a second trained authority figure who can coordinate passenger movement, communicate instructions situations, and assist in rapid response situations.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
