The sponsor's argument
The EPA released its "Pesticide Container Repair Interim Policy" in October 2009 to address the environmental concerns associated with the unnecessary disposal of consumer pesticide products, such as lawn ferti- lizer containing pesticides. Specifically, according to the EPA, approx- imately five million pounds of consumer pesticide products may become waste each year in the United States due to damage to the containers before the pesticides can be sold by retailers. This bill would extend, until 2028, New York's existing "minor repair program" for damaged pesticide containers and lawn fertilizers contain- ing pesticides provided that the retailer's repair plan is approved first by the EPA.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
