The sponsor's argument

Why Samra Brouk says this is needed

Child care providers in New York State operate under comprehensive regu- lations promulgated by the New York State Office of Children and Family Services (OCFS). While maintaining existing health and safety oversight standards administered by OCFS is important, the frequency of costly and time-consuming renewal applications, documentation submissions, and related compliance procedures can become burdensome, especially for smaller child care providers. Extending the licensure and registration time period promotes operational stability and reduces regulatory burden. In order to expand the availability of child care for families in New York, it is important to reduce administrative burdens and compliance costs for child care programs.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
