The sponsor's argument

Why Michelle Hinchey says this is needed

Currently, students need to submit their certificate of residence from their county within thirty days of classes starting to be eligible for in-state community college tuition rates. The deadline is strictly upheld with limited exceptions, such as those for military personnel. If a student misses the submission deadline, they are charged the out-of- state tuition rate. This bill would authorize the SUNY Board of Trustees to update the process to allow for certain exceptions and implement late fees. This adjustment will provide for necessary flexibility and account for hardships and extenuating circumstances affecting students.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
