The sponsor's argument

Why Nathalia Fernandez says this is needed

Placenta Accreta Spectrum (PAS) is a dangerous pregnancy complication that often goes unnoticed until delivery, when it can cause severe bleeding and life-threatening emergencies. Early screening greatly improves safety, but in New York, screening practices vary widely across providers and regions. Requiring the New York State Department of Health to create clear, evidence-based PAS screening guidelines ensures that all pregnant patients in the state are assessed consistently, no matter where they receive care. These statewide guidelines would help providers recognize risk factors, use appropriate imaging, and refer patients to hospitals prepared to manage high-risk deliveries. As PAS becomes more common, establishing uniform DOH standards is essential to improving maternal safety, reducing disparities, and supporting informed care planning across New York.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
