The sponsor's argument
Disasters frequently require coordinated responses across state and international borders. Participation in formal emergency management compacts allows jurisdictions to share resources, personnel, and exper- tise during emergencies while ensuring clear operational procedures and legal protections for responding entities. This bill authorizes New York State to participate in two established mutual aid agreements: the Northern Emergency Management Assistance Compact and the International Emergency Management Assistance Compact. These compacts facilitate coor- dinated disaster response between neigh- boring states and Canadian provinces and strengthen regional prepared- ness for natural disasters, public health emergencies, and other large- scale incidents. By enabling participation in these compacts, the legislation enhances New York's ability to respond to emergencies and collaborate with regional partners during times of crisis.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
