The sponsor's argument

Why Zellnor Myrie says this is needed

New York has an archaic and burdensome system of entering business records as evidence into grand jury proceedings. As currently constructed, business records must be certified in person, even if the relevant party lives out of state. Allowing for remote certification of records is a simple fix to speed up judicial proceedings and bring New York in line with the large majority of other states.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
