The sponsor's argument

Why Luis R. Sepúlveda says this is needed

This proposal is necessary in light of changes in our society since the last amendment to the value of the motor vehicle exempt from the provisions of the will or the intestate distribution under the EPTL done over 14 years ago. Inflation has caused the value of automobiles to rise thus reducing the value of an automobile that the surviving spouse or family may receive.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
