Why James Skoufis says this is needed
In late March of 2026, the United States Supreme Court struck down Colorado's state law that prohibited mental health professionals from trying to change the sexual orientation or gender identity of L.G.B.T.Q. minors.. More than 20 other states, including New York, have laws on the books banning so-called "conversion therapy" for minors. The American Psychological Association, the American Psychiatric Associ- ation, the American Academy of Pediatrics, the American Medical Associ- ation, the American Counseling Association, the American Academy of Child and Adolescent Psychiatry, the American School Counselor Associ- ation, the National Association of Social Workers, and every other main- stream mental health and medical organization in the United States have determined that efforts to change an individual's sexual orientation or gender identity are harmful and ineffective. This legislation would make it easier for LGBTQ individuals to bring malpractice claims against those who conducted conversion therapy on them, including with a much longer statute of limitations for minors who've been harmed.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
