The sponsor's argument

Why Jamaal Bailey says this is needed

The National Association of Insurance Commissioner (NAIC) has developed both standards and best practices for licensing producer exam develop- ment, scoring, and administration. These standards serve the interest of consumers, regulators, industry and prospective insurance producers. The Department of Financial Services has adopted these standards for its current examination vendor. This bill would codify this practice subject to revision by the Superintendent by regulation.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
