The sponsor's argument

Why Jamaal Bailey says this is needed

The state dedicates a significant amount of resources to the allocation of tax incentives for the purpose of economic development, yet little data is collected to better understand the return on investment. The state has a responsibility to determine the amount and quality of jobs being created, as well as if opportunities are being provided to MWBE contractors. Collection of this data is necessary to provide greater transparency and accountability to taxpayers.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
