The sponsor's argument
Customers have seen significant rate and monthly increases in their utility bills in the recent months. They have received no notice of these changes. During a time while we're still living within a pandemic, having these increased charges come without any form of notice, is not acceptable.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
