The sponsor's argument

Why Peter Oberacker says this is needed

Mr. Raftery along with the town of Shawangunk have requested this bill, so that the town can hire Mr. Raftery as a full-time police officer, as he is currently working for the town part-time.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
