The sponsor's argument

Why Zellnor Myrie says this is needed

With more and more legal documents being completed in digital format, the current laws requiring paper documents for leases have become outdated. Tenants and renters should have the option to opt in to elec- tronic lease agreements for the purposes of convenience, reducing paper consumption and its associated environmental impacts, and reducing costs.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
