The sponsor's argument

Why Samra Brouk says this is needed

WE ARE INTERESTED IN LEARNING HOW THE CIVIL SERVICE EXAM HAS LED TO THE UNDER-EMPLOYMENT OF MINORITIES. CIVIL SERVICE EXAMS ARE USED TO DETER- MINE WHO IS ELIGIBLE FOR EMPLOYMENT SOLELY BASED ON KNOWLEDGE. CURRENT- LY, OUR BLACK AND BROWN COMMUNITIES HAVE NOT BEEN GIVEN A FAIR PROCESS IN OBTAINING CIVIL SERVICE POSITIONS. WE ARE DETERMINED TO HOLD THESE AGENCIES ACCOUNTABLE BY COMPARING THE DATA BETWEEN MINORITY AND NON-MI- NORITY EXAMINATIONS. LEGISATIVE HISTORY: 2023: S7634 REFERRED TO RULES. 2024: S7634 REFERRED TO CIVIL SERVICE AND PENSIONS. 2025: S986 REFERRED TO CIVIL SERVICE AND PENSIONS.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
