The sponsor's argument

Why James Skoufis says this is needed

This legislation would allow the Town of Woodbury to impose a monetary liability on drivers who fail to comply with traffic-control indi- cations. The Town is empowered to impose monetary liability through the establishment of a demonstration program. This demonstration program empowers the Town to install and operate traffic-control signal photo violation-monitoring devices at the intersection located at the inter- section of state route thirty-two and Woodbury Outlets Boulevard North.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
