The sponsor's argument
Illegal dumping is an ongoing and unacceptable issue in the city of New York. The excessive and irresponsible dumping of trash and other miscel- laneous items onto the streets, including in front of homes, businesses, and schools, must be addressed and rectified with urgency. Left unre- solved, this issue will perpetuate an unsanitary, disorderly, and unsafe environment for the broader community. It is essential that New York State further acknowledge the prevalence of this issue and implement additional deterrents to illegal dumping. This legislation acts as a strong disincentive for illegal dumping by requiring offenders to remain on a public and widely accessible registry for a period of three years. The bill also acts as a reinforcement for the current penalty for such crime by ensuring that the offender receives a punishment that includes financial rectification and account- ability. By enhancing transparency, strengthening deterrents for offen- ders, and holding illegal dumpers accountable, this legislation rein- forces New York State's commitment to having clean, orderly, and safe cities for its citizens.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
