The sponsor's argument
Generally, an eligible individual begins receiving retirement benefits provided for in the Retirement and Social Security Law as of the date their application was filed with the Office of the State Comptroller. However, for benefits provided under the World Trade Center Presumption for Accidental Disability Retirement Benefit reclassification, an eligi- ble individual begins receiving such benefit as of the date their appli- cation is approved by the Office of the State Comptroller. This bill seeks to remedy that inconsistency and would allow individuals approved for World Trade Center Presumption for Accidental Disability Retirement Benefit reclassification to receive such benefits as of the date of the application is filed.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
