The sponsor's argument
Due to chronic understaffing and overreliance on overtime, many public employees who work daily with incarcerated individuals are in crisis. On November 7, 2025, Imam Abdallah Hadian, a 55-year-old chaplain employed by the NYS Department of Corrections and Community Supervision, committed suicide at Marcy Correctional Facility. There have also been numerous incidents of pregnant staff being exposed to unknown substances who have subsequently miscarried their pregnancies, and other staff who have received Narcan treatment after exposure to certain unknown substances while working. These instances and the growing number of Workers' Compensation claims for stress related injuries indicate that conditions inside state correctional facilities are taking a toll on the state workforce and likely hurting the state's ability to attract and retain staff in these roles. This legislation is designed to provide direct treatment opportunities to staff who are experiencing mental or emotional difficulties due to job related issues. If enacted, this program would help staff navigate the daily challenges of their stressful jobs, reduce Workers' Compen- sation claims, reduce the incidence of self-harm for staff and increase job retention.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
