The sponsor's argument

Why George Borrello says this is needed

Due to a shortage of rental residential housing available in the Town of Bethany, as well as a lack of individuals interested in acting in the capacity of Town Clerk in the Town of Bethany, the Town Board desires to allow the Town Clerk position to be held by a resident of the Town of Bethany or an individual residing in an adjoining Town or Village within Genesee County.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
